Major Development Targets for 2025

Here are some common major development targets for 2025 in different aspects:

I. Economic Domain

1. GDP growth and economic structure
   Aim for a certain average annual GDP growth rate, for example, in some developing countries, it may target to maintain a growth rate of around 5 7% to catch up with more developed economies.
   Increase the proportion of high value added industries in the economic structure. For instance, the share of advanced manufacturing, high tech services, and digital economy sectors in GDP may be expected to rise. In China, by 2025, the digital economy is expected to account for a significant and growing portion of the national economy.
2. Innovation driven development
   Raise the ratio of R & D (research and development) expenditure to GDP. Many countries target to reach a level of 2 3% or more. For example, South Korea has a high R & D to GDP ratio and aims to further strengthen its innovation capabilities by 2025.
   Promote the commercialization of a certain number of new technological inventions. There may be targets for the number of patent applications and the number of high tech startups achieving scale up.

3. Employment and income
   Ensure a stable employment situation, with targets for reducing the unemployment rate to a specific level. In the United States, the goal may be to keep the unemployment rate at a low and stable level, such as around 4 5%.
   Increase the average per capita income. In emerging economies, there may be plans to double the per capita income compared to a base year or achieve a certain growth rate to improve living standards.


II. Social Domain

1. Education
   Improve the quality of education at all levels. For example, in primary and secondary education, aiming for higher graduation rates and better performance in international educational assessments. In higher education, increasing the global ranking of some top universities. By 2025, countries like Singapore aim to further enhance the competitiveness of their education system in areas such as STEM (science, technology, engineering, and mathematics) education.
   Increase the enrollment rate in vocational education and training to meet the demand for skilled workers in the economy. In Germany, which has a strong vocational education system, it may aim to further optimize and expand its vocational training programs by 2025.
2. Healthcare
   Improve public health infrastructure. This includes building more hospitals and improving medical equipment in rural and remote areas. In India, there may be targets to increase the number of primary health centers and improve their service capabilities by 2025.
   Reduce the prevalence of major diseases. For example, in many countries, there are goals to further lower the incidence of non communicable diseases such as diabetes, heart disease, and cancer through preventive measures and improved medical treatment.
3. Social security
   Expand the coverage of social security systems. In some developing countries, the aim is to include more rural and informal sector workers in pension and medical insurance schemes by 2025.
   Improve the adequacy of social security benefits. This may involve adjusting pension levels to keep up with the cost of living increases.


III. Environmental Domain

1. Climate change mitigation
   Reduce greenhouse gas emissions. The European Union has set ambitious targets to reduce emissions by a certain percentage (e.g., 55% reduction compared to 1990 levels by 2030, with significant progress expected towards that goal by 2025).
   Increase the share of renewable energy in the energy mix. Many countries aim to have a certain percentage of electricity generated from renewable sources such as solar, wind, and hydro by 2025. For example, Denmark aims to have a very high share of renewable energy in its energy supply by 2025.
2. Environmental protection
   Improve air quality. Cities in China, for example, aim to further reduce the concentration of major air pollutants such as PM2.5 (fine particulate matter) by 2025.
   Protect water resources. This includes reducing water pollution, increasing the proportion of treated wastewater reuse, and protecting the ecological functions of rivers, lakes, and wetlands.


These are just general examples, and specific development targets vary greatly depending on the national situation, development stage, and strategic priorities of different countries and regions.
